建立国家危机预警机制:新时期国民经济动员工作的使命

摘要: SARS疫情给我们敲响了警钟,也对国民经济动员在新时期的工作提出了挑战。国民经济动员工作主要是国家调动经济资源潜力和社会的物力、财力应对紧急事态的活动。因此,对紧急状况的预见能力也应当成为国民经济动员工作的必要组成部分。本文提出将国家危机预警机制纳入国民经济动员的管理体制,在国民经济动员体系中引入国家危机预警机制的协调机构,为国民经济动员工作的顺利开展提供更加丰富的信息资源。

Abstract: SARS tolls the alarm bell and challenges the jobs of Mobilization of National Economy in a new period. Mobilization of National Economy is mainly the nation's activity of taking countermeasures to respond to emergency, by using the economic resources, the material resources and the financial resources. Therefore, the ability of forecast the emergency should also be a necessary part of Mobilization of National Economy. This paper groups the National Warning Mechanism into the Mobilization of National Economy and suggests introducing the coordination system of Warning Mechanism, which will offer more abundant information for carrying out the work, into Mobilization of National Economy.
